Problem with F0F0F0 color in WinXP

Problem with F0F0F0 color in WinXP

I'm creating application and for background I'm using #F0F0F0 and it don't appear. I have tried to change it to black(#000000) or red(#FF0000) and there is no problem, but can't see any color of type (FxFxFx). Where could be the problem.

P.S. everything works fine in Win7.
