where do I run configure -static?

I want to deploy my program statically. and every "guide" I see has the following line:

cd C:\path\to\Qt
configure -static <any other options you need>

Now I'm using Qt creator which I downloaded and installed yesterday, which I installed in J:\QtSDK on windows. when I run that command from cmd.exe in that folder or any of the subfolders I tried, it just says "configure is not recognized as an external or internal command, operable program or batch file."

in what subfolder do I need to run this? or what else am I doing wrong?
Everything in QT creator is so simple, why is this not?

You must go to the directory with sources of Qt library. Simple run a find program to locate the right place and launch ./configure.exe.

QtCreator is just a tool to compile your programs against selected libraries. You should compile library by yourself.
