resizing down problem

Hi,

I am having trouble getting some forms to resize the way I want.
I have a property page on which each tab displays a graph and
some various controls.

When sizing the form down, I want the graph to shrink enough
such that the other layouts on the tab (which are fixed) don't
start to collapse on top of each other as shown in the 'after' image.

At some point the graphs size is it's minimum and further resizing is not allowed.

This seems like something that someone would have already had to deal with.
